Biography

Tom Oluoch, PhD, MS, FIAHSI

Tom Oluoch is a health scientist with over 25 years of experience in health informatics, monitoring & evaluation and disease surveillance. He he has held various technical and leadership positions at the US Centers for Disease Control and Prevention in Kenya, USA and Rwanda. Prior to joining CDC, Tom worked for the Wellcome Trust/Kenya Medical Research Institute (KEMRI) collaboration as lead for data management and ICT at a large medical research center (1998 – 2005), and the Royal Netherlands Embassy-funded BKH Consulting Engineers as a Systems Analyst (1993 – 1998). He is the founding Chairman of the Kenya Health Informatics Association (KeHIA). He serves on several global working groups on health informatics and has represented HELINA in Africa CDC’s taskforces developing guidelines for capacity building, and standards and policies for health information exchange. He holds a PhD in Public Health Informatics from the University of Amsterdam, The Netherlands; Master of Science (Computer Science) from the University of Manchester, United Kingdom; and a Bachelor of Science (Applied Mathematics) from the University of Nairobi, Kenya.
