Building Trust: The Vision for Uganda’s Digital Health Future
As Uganda embraces digital transformation, the data within our health system has become one of our most vital assets. This data holds the key to accelerating our national priorities, like achieving Universal Health Coverage (UHC) and building a vibrant digital health economy.
But health data isn’t just any data – it’s personal, sensitive, and requires a foundation of trust.
Without clear rules, we risk systems that can’t share information, data that isn’t secure, and a loss of public confidence. That’s why a new national initiative is underway to establish a robust Health Data Governance (HDG) framework for Uganda.
Our Guiding Vision
The goal is to build “A Trusted, Patient-Centric Digital Health Ecosystem for Uganda”.
This vision is guided by core principles of Data for Good, Equity, Accountability, Security by Design, and Public Trust.
What does this mean for you?

For Health Workers: It means having clear rules and standards that allow different digital systems to communicate, leading to better data quality and more efficient service delivery.
